First of all, I would like to invite you, very respectfully, to those who have not read this book, to read it. Noam Chomsky, one of the most prestigious American and world intellectuals. Noam Chomsky. And this is one of his most recent books, "Hegemony or Survival." "Hegemony or Survival: The Imperialist Strategy of the United States."

It's an excellent book to help us understand what has been happening in the world throughout the 20th century, and what's happening now, and the greatest threat looming over our planet. The hegemonic pretensions of the American empire are placing at risk the very survival of the human species. We continue to warn you about this danger and we appeal to the people of the United States and the world to halt this threat, which is like a sword hanging over our heads. I had considered reading from this book, but, for the sake of time I will just leave it as a recommendation.

It reads easily, it is a very good book, I'm sure Madame [President] you are familiar with it. It appears in English, in Russian, in Arabic, in German. CUMBRE EN BRASIL, CHAVEZ PARAFRASEA A ARTIGAS:

"Nada podemos esperar sino de nosotros mismos"

El Presidente de la República Bolivariana, Hugo Chávez, en una breve intervención durante la Cumbre de América Latina y del Caribe, en Brasil, propuso a los 33 gobernantes y Jefes de Estado presentes, no perder tiempo ante la crisis capitalista mundial y crear reservas excedentarias como las que usa Venezuela para lograr su desarrollo sin depender de organismos multilaterales externos.
En un turno de palabra muy breve, a manera de introducción, el Jefe de Estado venezolano insistió en la necesidad de la conciencia latinoamericana y caribeña, desarrollando un potencial que los países del sur poseen siempre que estén unidos.
"Nuestros 33 países sumamos, abarcamos, 20 millones 180 mil kilómetros cuadrados. 550 millones de habitantes. El Producto Interno Bruto (PIB) del año 2007 es de 3,5 millones de millones de dólares..."
Mencionó que según la CEPAL, las reservas internacionales verificadas en 2007 suman 459 mil 774 millones de dólares y en el primer semestre del 2008 se llegó a 509 mil millones de dólares, lo que representa $50 mil millones adicionales.
Dijo Chávez, que si los países del sur destinaran el 10% de sus reservas a desarrollo interno,(509 mil millones) evitándose la fuga de capitales, que tanto daño ha hecho a las economías de nuestras naciones.
"...Serían 50 mil millones, respetando las asimetrías, principios socialistas: cada quién según sus capacidades y respetar a los mas pequeños y quienes podamos poner más...ponemos más. Seria un ejemplo de integrarnos en la región".
Puso como ejemplo el caso de Venezuela, donde gracias a las políticas sobernas aplicadas se creó un techo a las Reservas Internacionales y el monto que exceda se está utilizando en obras diversas en el país, que a la fecha suman ya 40 mil millones de dólares. "Antes se iban, se fugaban. Entre 1974 y 2000, casi 100 mil millones de dólares. Ahora no se van, se quedan en inversiones".
Soluciones regionales:
Calificó como histórica las reuniones que se celebran en la localidad brasileña de Bahía y recordó cuánto ha cambiado la región en los últimos años, por lo cual aseguró que hay la necesidad de seguir en este camino.
Explicó el Presidente Chávez que la crisis capitalista de EEUU y Europa, y la problemática que se viene sobre el resto del mundo, se podrían calificar como mil huracanes y para enfrentar esta amenaza sólo caben soluciones regionales.
Recordó la sentencia de los próceres latinoamericanos, José Gervasio Artigas, y el Genio de América, Simón Bolívar, quien cumple este miércoles 178 años de su muerte física.
