Then the question comes [of] putting a government in place of the one you've just gotten rid of; you can't just sort of turn around and walk away — you have now accepted the responsibility for what happens in Iraq. What kind of government do you want us to create in place of the old Saddam Hussein government? Do you want a Sunni government, or a Shi'a government or maybe it ought to be a Kurdish government, or maybe one based on the Ba'ath Party or maybe some combination of all of those? How long is that government likely to survive without U.S. military forces there to keep it propped up?

If you get into the business of committing U.S. forces on the ground in Iraq, to occupy the place, my guess is I'd probably still have people there today instead of having been able to bring them home. ... The bottom line question for me was: How many additional American lives is Saddam Hussein worth? The answer: not very damn many.

In this interview from April 15th, 1994 Dick Cheney reveals the reasons why invading Baghdad and toppling Saddam Hussein's regime wouldn't be a great idea. He also stipulates that "not very many" American soldiers' lives were worth losing to take out Saddam during the Gulf War.

The directives define "catastrophic emergency" as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function."

It also states, "The President shall lead the activities of the Federal Government for ensuring constitutional government." In other words, the president gave himself the sole power and duty to interpret the constitution anyway he chooses, and neither Congress nor the public shall be allowed to debate or disagree on such matters.

Right now, the only thing standing between the United States' Constitutional Republic and Bush/Cheney's apparent desire to rule with an iron fist is a lesser event than that of 9/11.

"(...)C reported on his recent talks in Washington. There was a perceptible shift in attitude. Military action was now seen as inevitable. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy. The NSC had no patience with the UN route, and no enthusiasm for publishing material on the Iraqi regime's record. There was little discussion in Washington of the aftermath after military action.(...)

It seemed clear that Bush had made up his mind to take military action, even if the timing was not yet decided. But the case was thin. Saddam was not threatening his neighbours, and his WMD capability was less than that of Libya, North Korea or Iran. We should work up a plan for an ultimatum to Saddam to allow back in the UN weapons inspectors. This would also help with the legal justification for the use of force.

The Attorney-General said that the desire for regime change was not a legal base for military action. There were three possible legal bases: self-defence, humanitarian intervention, or UNSC authorisation. The first and second could not be the base in this case. Relying on UNSCR 1205 of three years ago would be difficult. The situation might of course change."
