Brandon Chandler was a summer student in the Youth in Policing Initiative in the summer of 2007. He was one of 100 youth aged 14-17 who were hired by the Toronto Police Service with a generous grant from the Ontario Ministry of Children and Youth Services. The visionaries behind the program were then Minister of Children and Youth Services Mary Anne Chambers and Toronto Police Service Deputy Chief Keith Forde.
Brandon worked alongside his assigned co-workers Kadeem Daley, Ester Rodriguez, and Brandon Henry-Francis in the Toronto Crime Stoppers office during the summer of 2007.
The four students together were a tremendous asset to the Toronto Crime Stoppers office.
The youth participated in everything from press conferences and canvassing for appeals for information on unsolved cases, to organizing and participating in positive youth engagement events like the Toronto Crime Stoppers BMX Showcase ( see http://YouTube.com/TorontoBMX ) to making videos to post on Youtube and Facebook making appeals for the safe return of missing teens. To view some of their work, simply query 'YiPi' on the SEARCH bar on Youtube.
Brandon Chandler was chosen as the Crime Stoppers Student of the Year, not because he was any better than the other three students.. but because he returned to the Crime Stoppers office after school started in the fall of 2007 as a volunteer, saying that he was assigned a school project on an international organization, and he wanted to do his project on "Crime SToppers International" http://c-s-i.org .
Brandon indicated his willingness to staff booths for Crime SToppers at events, and worked together with Rick Osborne and Scott Mills and Detective Sergeant Donnie McDonald from the Ontario Provincial Police on gang prevention initiatives aimed at keeping kids out of gangs such as http://truthforteens.ca and http://NoToGangs.org .
Each January is Crime SToppers Month worldwide. In 2007, due in part to the contribuitons of Brandon, Ester, Brandon and Kadeem, Toronto Crime Stoppers set a record for the number of anonymous tips received into the program to help prevent a crime, solve a crime or locate a missing child or adult.
Brandon was invited to speak at that press conference with Chief of Police William Blair.. but he didn't show up.. Youth graffiti artist Kedre Browne spoke on behalf of the youth working with Crime Stoppers that day. You can watch what Kedre said here:
http://youtube.com/watch?v=3sgQh9aE0X4
Turns out.. Brandon had fallen ill, and his parents had taken him to the Hospital For Sick Children this day when he was scheduled to speak at headquarters.
Brandon was diagnosed with a brain tumour, and had to endure 3 operations to get it under control.
Brandon's drive and determination to recover was evident from the start. When friends and family, including Crime Stoppers staff like Civilian Daniela Lippa and Constable Blake Acton, Detective Larry Straver and Constable Scott Mills would visit him, he always looked on the bright side, despite being scared.
Brandon set as one of his goals to be able to speak at the Crime Stoppers T-Shirt Re-Design Contest launch at Downsview Secondary School in February, 2007. See http://CommunityCAVE.com for all the details.
Detective Larry Straver picked Brandon up from Bloor Children's Rehabiliataion Centre, and Brandon was able to attend that contest launch and speak. Due to the miracles performed by the doctors and nurses at the Hospital For Sick Children, Brandon was on his way to recovery.
You can watch Brandon's speech for the launch of the Toronto Crime Stoppers T-Shirt Re-Design contest here:
http://youtube.com/watch?v=NE1Rn9Sl2Gg
When Constable Scott Mills first met Brandon Chandler, it was during the Youth in Policing interview process in 2007. He was dressed up in a suit and tie and was one of 1600 youth applying for the Youth in Policing Intitiative 100 jobs. He was asked what he wanted to do when he grew up ... Brandon replied "Be the Premier of Ontario". Brandon.. you are well on your way.

This is the Crimestoppers broadcast of Oct 29th 2007, BBC1 in the UK. The section dealing with the murder of Rhys Jones has been recorded and is here for people to link to. We have taken this step because Crimestoppers have not as of yet uploaded each episode onto popular video sharing websites. We appeal for them to do so, breaking down the programme into various appeals which will then have a wider audience on the likes of YouTube. Apologies for the quality of the video -- this is because it was recorded using a camera pointed at a portable TV. If anyone has a rip of the Crimestoppers original appeal regarding the Rhys Jones murder -- please upload it and get in touch so we can link to it and remove this one.

The Toronto Crime Stoppers program was once again recognized as an international leader in keeping communities safe by engaging youth, media and private partners in their work.
Kedre Browne, recipient of the Student of the Year award
The community program won eight awards at last months International Crime Stoppers conference in Des Moines, Iowa.
It was a proud feeling accepting those awards and knowing were still an international leader in the Crime Stoppers business, Crime Stoppers board chair Sean Sportun said, at a press conference in honour of the award-winning community partners, members of the media, volunteers and staff members.
Crime Stoppers performs an invaluable service to the community, said Toronto Police Services Board chair Alok Mukherjee.
He said the award for Crime Stoppers student of the year a first for Toronto was given to mural artist Kedre Browne.
Mukherjee said the award shows that Crime Stoppers is engaging youth to keep the city safe. Browne, known as Bubblez, creates graffiti-style murals to support community-building initiatives.
It is a testament to the critical bridges that are being built between our Service and the youth of our city, Mukherjee said. He is a wonderful ambassador and a role model.
He urged others to come forward to help keep their communities safe.
Safety depends on each one of us taking responsibility, just like Kedre, whether witness, victim or concerned member of the community, everyone has a responsibility to assist in solving these crimes, Mukherjee said.
He said Crime Stoppers is a safe medium for the community to report crime.
Chief Bill Blair said the partnership formed between Crime Stoppers and the media is essential to getting the message out.
He said the crime-fighting agencys public-private partnerships with the ad agency, DDB Canada, has made a difference in the community. DDB Canada won an award for its Cash for Guns campaign they designed for free and had posted all over the city. The Cash for Guns program gives tipsters $500 for information leading to the seizure of a firearm.
Chief Blair also thanked the Crime Stoppers volunteer community board, as well as the staff and police officers who worked on the program for another record-breaking year, seizing more contraband and taking in more tips than ever.
There is a concerted effort among the criminals among us to intimidate and silence whole communities, the Chief said. Crime Stoppers gives people a way to come forward by providing guarantees of their anonymity. Its making a difference in keeping our communities safe.

Crime Stoppers Partner With RHVP-Report Homophobic Violence, Period(RHVP)
by Louis Tam - courtesy of http://torontopolice.on.ca
The Toronto Police Service's Community Mobilization Unit has joined a coalition of community members and creative designers to prevent homophobic and transphobic violence among youth and boost reporting of hate crimes.
Report Homophobic Violence, Period. is a public awareness campaign aimed at young people, aged 13 to 25, to address reasons for homophobic attitudes and spur others to report harassment and violence to adults and police.
"We have hate-crime legislation, but it is only as good as its implementation," says Constable Decker, the LGBT Liaison Officer for the Toronto Police Service. "We want to counteract the underreporting of homophobic and transphobic hate crimes."
Underreporting happens because many victims feel the incident did not get out of control, they won't be taken seriously, they are embarrassed, or live in fear of isolation and retaliation. Many still feel that by reporting they may be re-victimized by the agents they turn to for help. The Toronto Police Service wants to send a strong message that this is not the case and that incidents are taken seriously and dealt with appropriately.
A 2006 Statistics Canada report found young people are more likely to be both accused of hate crime and victims of hate crime. The report also found that half of the hate crimes motivated by sexual orientation were violent, higher than those based on religion, race or ethnicity.
An online survey conducted by Egale Canada, a national organization that promotes equality for the LGBTQ community, backs up this data. Of the LGBTQ youth who participated in their school survey this year:
-two-thirds felt unsafe at school,
-over half reported verbal harassment,
-over a quarter were physically harassed,
-nearly half had been sexually harassed,
-those harassed much less likely to report to school staff.
The Toronto Police Service LGBT Community Consultative Committee spearheaded the initiative, which now includes 21 partnering agencies.
The campaign has a traditional advertising component, complete with billboards and multimedia, but also has lesson plans catered to middle and secondary schools as well as adult education classrooms.
With messages of Prove them wrong, Fight Hate Crime with Courage or Take back your school from Hate Crimes, the campaign is designed to empower young people, who have been found to experience a profound level of harassment, despite changing attitudes in society.
High school students from the Oasis Alternative School Triangle program shared stories of homophobia they have been exposed to and how it affected them, with students designing the campaign, to give them inspiration for their designs and understanding of the problem of homophobia. The Triangle program aims to provide a safe atmosphere for LGBTQ students, free from bullying and violence.
"I came from a school where no one else was gay," said a student. "There was a lot of homophobia in school. Every day you go to a place where you're not accepted."
He now cares about his education because he's in a place where he's accepted.
Staff Superintendent Jeff McGuire said the Service is committed to the strategy and glad to be at the table with the LGBTQ community, despite a controversial past.
"Bullying and problems in schools affect the LGBTQ community as well. We want to make a difference," said McGuire.

Kevin Anderson, the founder of TIPSOFT - the online anonymous reporting system for Crime Stoppers programs worldwide attended the Ontario Association of Crimestoppers 22nd Provincial Conference in Hamilton, Ontario Canada May 30-June3, 2008.
Kevin conducted workshops on his newest 'Version 5' for the Crime Stoppers community board members and police coordinators of Ontairo Crime Stoppers programs.
In one workshop, Kevin spoke to the conference delegates along with Toronto Crime Stoppers School Officer Scott Mills on the topic of "Social Networking - Why is Crime Stoppers on YouTube ?" This video was recorded before this session as a demonstration to the delegates of the power using video sharing sites like YouTube and social networking sites like Facebook, Myspace and many others to communicate the Crime Stoppers message to the public in a timely and effective manner.
You can also see Kevin speak about his online anonymous reporting system from the conference in Hamilton on Facebook in the group 'Toronto Crime Stoppers' at the link http://www.facebook.com/group.php?gid=6375358322
The value of TIPSOFT software is that you can send an anonymous encrypted tip to a local Crime Stoppers program, and the TIPSOFT software strips your IP Address off of the message, so when it gets forwarded to the investigating police officers, the origin of the tip will never be known.
The anonymity of TIPSOFT is now extended to text messaging tips to Crime Stoppers programs thanks to the dedicated work of Kevin Anderson working together with Eric Jacksh from the Ottawa Crime Stoppers Board.
Crime Stoppers is community members working together with police and the media to help PREVENT crime, help SOLVE crime and assist in locating MISSING CHILDREN and adults.

Chuck Winters biography:
Chuck Winters grew up in the tough Herman Garden projects of Detroit, Michigan. When Chuck was in middle school, gang violence began permeating the projects. For many, adolescence is one's search for acceptance. Like his head coach and many of his teammates, Chuck sought acceptance in organized sports such as baseball rather than acceptance in gangs or violent affiliations.
Although Chuck escaped the vicious cycle of violence himself, it eventually caught up with him when his 19-year-old brother Malik was murdered in a drive-by shooting in 1998. Chuck knows all too well the feeling of fear that one has walking the streets of Detroit and he is committed to making certain that the same fear does not inhabit the minds of his fellow Torontonians.
